The Program seeks a Proposer to perform a cost-benefit evaluation to determine whether operation of the Program should be contracted out to a vendor, and if so, what aspects of the Program should be contracted out in what manner.
Ultimately, the goal of this exercise is to assist DAS to determine if Services provided by the Program should be performed by a service provider or continue to function in its current state. It is not immediately clear as to whether or not the program could be operated as a private entity, but if it can be, the Agency seeks to identify the advantages and disadvantages of each scenario. Since this program is very nuanced, with many different roles and responsibilities performed by staff, it will be critical to capture these roles to make a fair and balanced comparison. The completion of this exercise will serve to satisfy the request made by DAS management, by recommendation of its hired consultant.
