Amendment 002 is being issued to post OMD's Memo for File for Prior Notice Impractical. Due to unusual time constraints and under OAR 137-049-0395(4), namely the end of the Oregon Militarys Fiscal year (September 30th) in which funds must obligated, OMD finds this previous 7 days period to be impractical and will be shortening the required period for protest to 4 calendar days.
