The purpose of this analysis contract is to fund the probable maximum flood (PMF) determination and emergency spillway design for Willow Creek 3 and Pole Creek dams. The standard for a spillway of a high hazard dam is to pass the PMF. The PMF has not been determined for either dam.
Willow Creek 3 (Malheur) Dam is a High hazard embankment dam in Unsatisfactory condition with a population at risk of 3,518. The dam has a formal restriction on the water level due to significant seepage in the upper portion of the dam when the reservoir level is above the restriction level. The dam does not have a functional emergency spillway since the restriction level is below the level of the existing emergency spillway. As a result, the dam is at risk of failure during a significant storm event since water would have to pass above the restricted level before it could reach the spillway. Therefore, a functional emergency spillway below the restriction level is needed.
Pole Creek Dam is a High hazard embankment dam in Poor condition with a population at risk of 103. The dam does not have an emergency spillway. The emergency spillway is a key safety feature of a dam, designed to pass flood waters so that the dam is not overtopped and damaged during an extreme storm event. When a dam is overtopped by flood waters, erosion of the dam structure occurs which can lead to catastrophic failure and subsequent loss of life and damage to property and infrastructure. Since there is no emergency spillway, the dam is at risk of failure during a significant storm event.
